A Palestinian lawyer specialized in international law, he served as a judge in the Administrative Court of the League of Arab States between 1981 and 1984, and represented the Jordanian government and the Palestine Liberation Organization at the United Nations in an effort to estimate the damages resulting from the Gulf War in 1990. He participated in the defense before the International Court of Justice in The issue of the apartheid wall, and he worked as a legal advisor to the Palestinian negotiating delegation in Madrid and Washington between the years (1991 - 1993).
