Reference Document for the Fifth Annual Conference of the League of Parliamentarians for al-Quds
1- Definition
An international parliamentary organization for parliamentarians from around the world, representing all cultures, to support and uphold the legitimate rights of the Palestinian people as recognized by international laws, and to achieve their liberation and the establishment of their independent state.
2- Vision
The issue of Jerusalem and Palestine is a unifying cause for all world parliaments.
The inclusive and influential international parliamentary organization that bears the responsibility of achieving freedom and justice for Palestine.
3- Mission
Uniting the efforts of world parliamentarians to approve the necessary legislation, laws and projects to support the efforts of the Palestinian people and to confront parliamentarily, locally, regionally and internationally, the war crimes against them and the attempts to exterminate the Palestinian people and liquidate their cause.
4- General Objectives
World parliaments reflect the mood, will, and demands of the people of every country.
• Raise awareness among the peoples and parliaments of the world about the reality and importance of Jerusalem and Palestine, and their cultural and religious uniqueness, and their central role in the human history of all cultures and civilizations.
• Direct the convictions and inclinations of world parliaments in alignment with the mood, desires, and will of the peoples of the world to assume their political responsibilities in protecting the Palestinian people and supporting them in liberating their homeland.
• Enhancing the awareness of the world’s parliaments about the events and qualitative developments in the course of the Palestine issue and the priorities of the projects that the issue of liberating Palestine needs.
• Build a global network of Parliamentarians and Palestine committees in world parliaments and relevant international institutions to quickly and effectively meet the needs of the cause.

1- Conference Introduction
The fifth conference of the League comes at a turning point in the history of the Palestine issue. The conference seeks to complete the achievements that have been achieved since the founding of the League, to maximize these efforts and achievements in light of the current popular and international strategic environment that supports stopping the aggression and war of genocide against the people of Palestine, to complete the liberation efforts with the extremely important legal and political projects and files it carries to maximize the power, the status and the role of the League on the international scene, and networking of ideas, projects and efforts of the world’s parliaments in serving the Palestinian cause.

The fifth conference is held in light of several realities:
• On the level of the international strategic environment: the state of the global labor to produce a new world order that achieves the aspirations and interests of everyone
• On the regional level: numerous wars, simmering tensions, and instability that threaten the heart and arteries of the world and impact its economic, security, and political stability.
• On the Palestinian issue level: it is at a significant historical turning point between two matters:
First: The risks of genocide in light of the cooperation of several countries with Israel.
Second: The determination, resilience, and creativity of the Palestinian people, unprecedented in human history, and their dream of liberation and the establishment of an independent Palestinian state.
Therefore, the main themes and topics that will be emphasized in the conference are:
- Ways to confront the brutal aggression on the Gaza Strip and alleviate the suffering of its people.
- Means to confront normalization with Israeli occupation.
- Strategies to counter the Judaization of the West Bank and prevent any possibility of establishing a Palestinian state.
- Measures to end the suffering of the Palestinian people: racial discrimination, settler gangs, settlements, the wall, prisoners, and refugees.
